Closing an account is a permanent choice. A closed account cannot be reopened later.
If you are at all unsure about what it means to close an account, take a look at When should I close an account? in help before proceeding. This cannot be undone.
How to close an account

In the Account Bar, Right-click on the account you want to close and select Edit/Delete Account.

On the Account Details screen, select Display Options.

Select Close Account.

On the confirmation screen, type YES. This cannot be undone.

The account will be permanently closed.
